How Virginia withholding works
Virginia’s withholding formula subtracts a standard deduction of $8,750, $930 for each personal and dependent exemption on Form VA-4 and $800 for each age-65 or blindness exemption, then applies 2% on the first $3,000, 3% to $5,000, 5% to $17,000 and 5.75% above. Every employee gets the same standard deduction: the VA-4 has no filing status. Without a VA-4, employers withhold as if no exemptions were claimed.
The standard deduction rose to $8,750 ($17,500 for married couples on the return) but is scheduled to fall back to $3,000 and $6,000 after tax year 2026 unless the law is extended. Localities in Virginia cannot tax income, and unemployment insurance is paid by employers. A new paid family leave program starts collecting contributions in April 2028.
Minimum wage in Virginia
Virginia’s minimum wage is $12.77 an hour for 2026, rising to $13.75 in 2027 and $15.00 in 2028 under laws signed in April 2026.
Your federal withholding and Form W-4
Federal withholding is separate from the state’s and depends on your Form W-4: your filing status, the Step 2 box if you have two jobs or both spouses work, and the Step 3 amount for children and other dependents. Pre-tax 401(k), 403(b) and cafeteria-plan health premiums come out before income tax is figured. If you are paid on a 1099 instead of a W-2, nothing is withheld; use the self-employment tax calculator and plan for estimated payments.
