How Ohio withholding works in 2026
Ohio’s 2025 budget law, House Bill 96, set a single 2.75% tax rate for 2026 on income above $26,050. Withholding is still graduated, though: the tables in effect from August 1, 2026 withhold 1.6% of annual wages after $650 per IT 4 exemption up to $26,050, 2.99% up to $100,000 and 3.4% above. Before August 1, employers used slightly higher tables (1.775%, 2.99% and 3.64%). Bonuses are withheld at 2.75%. Without an IT 4, your employer uses zero exemptions.
Ohio city and school district income taxes
Most Ohio cities levy their own income tax, and state law requires employers to withhold it for the city where you work, generally on Medicare wages. Columbus, Cleveland, Toledo, Akron and Dayton charge 2.5% and Cincinnati 1.8%. If your home city also taxes income, it may give credit for the work city’s tax; your employer can withhold for it at your request.
Many school districts also levy an income tax on their residents, which employers must withhold if you live in one, even if the business is elsewhere. This calculator does not include it.
Minimum wage in Ohio
Ohio’s minimum wage is $11.00 an hour for 2026 ($5.50 plus tips for tipped workers). Employers grossing under $405,000 a year pay the federal $7.25.
Your federal withholding and Form W-4
Federal withholding is separate from the state’s and depends on your Form W-4: your filing status, the Step 2 box if you have two jobs or both spouses work, and the Step 3 amount for children and other dependents. Pre-tax 401(k), 403(b) and cafeteria-plan health premiums come out before income tax is figured. If you are paid on a 1099 instead of a W-2, nothing is withheld; use the self-employment tax calculator and plan for estimated payments.
